Fire and Rescue Benchmarking North East

Client: Tyne and Wear Fire and Rescue (TWFRS)

Services: Benchmarking services (BM), Database development, commercial and negotiations support to new Unitary Charge agreement.

Sector: Blue Light

Location: North East England; 6 community fire stations at various locations, plus Station HQ and Training buildings in Washington.

Role Summary:

Following a successful consultancy tender to the TWFRS, our role as providers of fire and rescue benchmarking services was to develop a comprehensive data set of soft FM costs for related fire and rescue PFI contracts to add to our own blue light data sets. Having established the overall data set, we then analysed the FM Contractors BM report and the project legal documents and after reporting with the wider client team formulated a position for opening negotiations with the SPC. This was a major exercise for TWFRS as it was their first BM process and part of the commission was to leave the client stronger for the experience, with clear lessons learnt and a much wider market knowledge base to support future fire and rescue benchmarking services exercises.
