Outsourcing & Market Testing at St George’s Hospital

In April 2010 we were asked to project manage the market testing for a wide range of cleaning and housekeeping services at this PFI (29,000m2, 250 beds) within the main St Georges Hospital site. The services covered by this market testing included; daily clinical and general cleaning of areas, reactive cleaning, periodic cleaning and window cleaning. The process included updating the specification from its original base on the National Specifications for Cleanliness in the NHS (2003) to (2007).

Strategic Review, Benchmarking + PCT services

In June 2011 we provided Strategic Review services for an initial high level review of the Lewisham Acute Hospital NHS estate, including the benchmarking of the hard FM services against market comparators. The review included an identical review at South London Healthcare NHS Trust, Sidcup and Orpington, along with selected PCT sites where the acute trusts provided service charge services as the Landlord body.

Interim Technical Management Service (SPV)

In March 2012 Opex accepted a commission from John Laing Investments to take the post of interim technical manager at the hospital. The role was to manage the Hard FM contractor and in particular monitor their work and ensure they met contractual and statutory compliance requirements and to also strengthen the management framework, processes, and documentation including significant reshaping of technical auditing and client variations procedures.

Hard FM Bidding and Lifecycle Services

In January 2003 The Royal Alexandra Children’s Hospital asked us to provide full bidding support to initiate the SPV, but then latterly to the FM company on this award-winning hospital development. The hospital was unique in its design (by BDP), due primarily to its strong focus on children and the restricted site footprint available and this gave a lead to the increasing sized floor plates further up the 8 stories of the building and hence due to its shape, it was christened the ‘Arc’.
The procurement process and the bid was won and is now fully operational having opened in May 2007.

Market Testing For Healthcare – Ashley House

Working closely with the client’s management team Opex prepared comprehensive tender documents and issued these to the market’s leading providers. On receipt of the tenders and working within a bespoke tender process and evaluation matrix, the tenders were assessed and after clarifications, recommendations were made for companies to present their proposals, prior to the appointment of the new supplier.

FM Consultancy Audit / Review- Barnfield College

Our brief from Barnfield College was to undertake a full FM audit and review of the current operational models and cost base at the two existing academies including caretaking, maintenance, cleaning, catering, waste, grounds maintenance and security services. Following this review, we then developed new operational structures and cost profiles for the proposed new Academy’s together with the development of 25-year lifecycle cost models.

Benchmarking and Strategic Review

In June 2009 Opex Consulting was asked to support the strategic review and benchmarking of the client’s London estate for hard FM services. The project also included an in-depth review of the in-house delivery team, with options for restructuring and then implementation. Our work was detailed and included a review of all sub-contractors provided services, with a recommendation for efficiency savings.

Consultancy Services – Ealing – West London

FM Consultancy services for the SPV and FM companies for this PFI bundle schools project . The consultancy services included FM bid text and FM costs, commercial support through the FC process and Implementation management in the lead up to the operational go live date.

PFI Schools project Northampton, UK

FM Consultancy services for both the SPV and FM companies for this PFI schools project. Leading the FM bid from PQQ to Financial Close, drafting method statement, full hard/soft FM cost and lifecycle replacement modelling, including commercial support through the Preferred Bidder and Financial Close processes.

Bluewater and Touchwood Shopping Centres

Our brief was to benchmark the lifts and escalators (L&E) contracts at both sites, along with the internal and external landscaping maintenance contract at the Bluewater site. In addition we were asked to market test the security services at both sites.

Cornwall Schools – Benchmarking Project

This benchmarking review was complex by way of the range of services, the variety of schools, the demographics and locations of the schools. The FM Client provided Opex with a broad range of cost information, and specification requirement.
