Opex Consulting have been supporting UK and European contractors bidding activities for over 17 years, including within many UK procurement models such as; PFI, BSF, LIFT, PPP. Our first PFI involvement was in 1995 on early prison sector and healthcare projects. Our experience then moved into the schools programme and to date Opex have worked on over 450 PFI schools. After this followed LIFT where we have front line experience on over 30 schemes and then most recently in BSF where we have now worked in varying capacities on 15 separate schemes.
Our first experience, other than some small local schemes in the North West, was in a support capacity for WS Atkins on the South Manchester (Wythenshawe), Rochdale and Hereford hospital PFIs. Following this we worked in a lead FM capacity for Kajima on the Brighton Children’s Hospital, Lymington Community Hospital and Sheffield Hospital PFIs; Brighton and Sheffield both being successful bids.
Brighton – £40m, 14,275m2 30 year contract for 100 patient beds, financial close June 2004. Widely admired and awarded the scheme was winner of the Prime Minister’s Better Public Building Award in 2008, from a 21 project shortlisted.
Lymington – £29m, 12,000m2 32 year contract for 92 beds, financial close November 2004. Working with Medirest,
Sheffield – £25m, 11,750m2 30 year contract for 168 medical bed ward block, financial close December 2004. Working with Dalkia,
We are currently working on the Market testing of Soft FM services at the St Georges Hospital in Tooting and have recently undertaken Hard FM service reviews at The London Clinic’s consulting and acute facilities in Harley Street, London.
Opex have also undertaken bid work and operational management on several successful LIFT schemes within tranches throughout England on both the client and private sector sides, including several schemes with Morgan Sindall. These range in size from 500 to 6,500m2 and in values from £1m to £20m.
Our experience goes back to the first secondary school awarded at Colfox school in Dorset and since this time have worked on several hundred schools (over 440 at last count) as single, small bundles, or in the case of for example Glasgow and Kirkless large bundles exceeding £1bn in deal value. Many of these bidding services projects have been successful, but we highlight the Northampton Centre for Learning by way of example, where interestingly we lead the FM from the PQQ stage through to the Financial Close for both the SPV (Kajima) and the FM Co (MITIE). We were even involved with the Council in the selection of the new school’s Principal!
Caroline Chisham School – this is a fairly unique, all-through 4-19 school for 1,700 primary and secondary aged children and sits on a 44 acre green field site on the outskirts of Northampton. Also, known has the Wooldale Centre for Learning, it includes; a public library, 50 place nursery and extensive community services. The contract closed in March 2003, the capital value was £24m and the contract was for 25 years and was nominated for the Public Private Finance Awards in 2006.
To date we have worked on many BSF deals in varying capacities. Schemes where we have lead or had a significant role in the FM bidding are; STAG, Kent and Birmingham, with the Kent (IiC, Land Securities Trillium, MITIE) bid being successful.
Kent BSF – this was a Wave 3 tender and the contract closed in October 2008, the capital value for the initial 12 schemes (3 PFIs and 7 D&Bs) considered was c£200m and the contract was for 25 years. Following these schools, a further 21 schools were planned in streams 3 to 6. Opex drafted the full FM tender return and developed all annual costing models and liaised with LST on their lifecycle development.
We have worked on a number of Bluelight schemes in a variety of capacities. Other than the early prison schemes, we have provided commercial support to Wiltshier FM on a wide range of Police PFIs such as; Cheshire, Gloucester and Southampton. More recently we advised Kajima (with G4S) on the successful £45m Gloucester Custody Centres and Operational Accommodation facilities 30 year contract, which is due to close this year.During 2009 we were part of the Intrakat consortium bidding for the new Piraeus Police HQ in Athens.
